- The Home Guards are a voluntary body of persons in accordance with the Bombay Home Guards Act 1947, extending up to Delhi.
- Several judicial decisions have confirmed the voluntary nature of the Home Guards, notably the Honorable Supreme Judicial Judgment in Civil Appeal No. 2759 of 2015, which was issued on 11 March 2015.
- Previously, enrollment was limited to a specific time frame. The present enrollment of Home Guard volunteers is for voluntary service only for the prescribed period as per Bombay Home Guards Act 1947 and Delhi Home Guards Rules, 1959.

- Online applications are invited for enrollment of 10,285 Home Guard Volunteers for a period of three years with 15%, 7.5% and 27% reservation for SC, ST and OBC candidates respectively for two years. Can be increased. One-third (33.33%) of the vacancies in each category are reserved for women (horizontal reservation).
- 10% of the vacancies are also reserved for ex-servicemen, otherwise both ex-CAPF personnel and general candidates. (Vacancies are provisional, which may be increased or decreased depending on the actual requirement at the time of final enrolment.)

Only those candidates who pass the Physical Measurement and Efficiency Test (PMET 1,600 m run and height measurement) are allowed to appear for the written test. The results of the written examination will be supplemented with additional marks required to complete the drawing, and selection will be on the basis of merit.
